History

Knowledge Base

Our ongoing involvement with law enforcement facility design forms the major focus of our practice and ensures that our knowledge of the various police services’ standards remains current. For example, we routinely offer feedback and collaborate with RCMP Asset Management and Real Property Project Services with respect to the RCMP standards and project delivery methodologies. Our design philosophy and methodology requires and utilizes input from the stakeholders on an ongoing basis. As part of our commitment to continually improving our design service, Victor, Garry and Tony have visited numerous police facilities throughout Western Canada, Ontario and the U.S. and we have compiled a database of information which we share with our clients.

PROJECT TEAM, CONTINUITY AND DEPTH OF KNOWLEDGE
We try to ensure that the entire consultant team is experienced in police and RCMP facility design with each senior team member having been hands-on for similar projects. Senior personnel and principals from all the consultants remain with the project from inception to occupancy.

The Stephens Kozak ACI team has successfully programmed, designed and administered many law enforcement buildings and facilities of varying sizes. For example, the Fort McMurray (Wood Buffalo) Regional RCMP Detachment and Red Deer Downtown RCMP Detachment are the largest in Alberta and incorporate the latest building technology and energy performance features to achieve targeted LEED Standards. The buildings, which are now occupied, were within budget, and met the program, aesthetic and quality standards demanded by the client. At the other end of the spectrum, we have done numerous smaller detachments, renovations and cell retrofits with limited budgets both through PWGSC and directly for RCMP K Division.

Of specific note is that Stephens Kozak Architects were the original designers of the Strathcona RCMP Detachment in 1992 and VIctor Kozak was the Project Architect.

This legacy of experience is exemplified and reinforced by the repeat work received from various police services. We believe we are uniquely qualified to ensure that the functionality, security, energy efficiency, sustainability and aesthetic quality of police and protective services buildings are achieved in an efficient, cost effective and professional manner.
