Description, Intent and Project Objectives
The building replaces the existing detachment building in response to the growth pattern in the area and is designed for a C4+20 occupancy. The building contains a 7 cell detention component, public support areas, administration and clerical offices, police function areas, building services and staff areas, and multi-purpose/community room. The site includes parking, vehicle and pedestrian access, and landscaping.
Provision was made for additional storage space in the basement to provide expansion space for the RCMP over the next 20 years.
Decision making through the design process involved City of Fort Saskatchewan, RCMP at K Division, Detachment staff, and the consultant team. These parties were continually involved through the design period. The design of the facility provides a healthy work environment for staff; incorporates advanced systems and technologies to support operating requirements and capacity for future change; meets RCMP Fit-Up Standards; meets RCMP Security Standards; and presents an attractive and welcoming image to the public. The building is adjacent to the Dow Centre, and sight-lines from Highway 21 had to be respected. The rotunda will contain images reflecting the City’s long standing historical ties to the RCMP
Sustainable Design Strategies
The building utilized “green” construction materials and sustainable design where applicable and remained consistent with the Ft. Saskatchewan Community Sustainability Plan. The new detachment contains a clerestory along the main corridor providing natural lighting to the interior space. It is designed to a LEED® Silver equivalency.
Responsibility of Firm / Key Personnel
Stephens Kozak ACI Architects and Planners Inc. (SK-ACI) provided an integrated consultant team for the preparation of all site planning material, design documentation, estimating, specifications and construction drawings. SK-ACI administered the tender phase including bid analysis and recommendations, supported the City towards approval of final go-forward decisions and will provide contract administration services related to the stipulated-sum construction contract.
