Project Details

In June 2013, Stephens Kozak ACI was awarded the new Strathcona RCMP Expansion and Renovation of the existing facility. The expected construction budget is $12.5 million dollars, and is to be completed by February 2017.

Description, Intent and Project Objectives

This building was built, and is being operated, by Strathcona County under a lease arrangement with the R.C.M.P. The one storey structure houses a range of police duty functions including an 11 unit cell block, secure exhibit area, identification bay, vehicle bays, administrative support office areas and work station areas for various police task groups including general duty and highway patrol members, bylaw enforcement, investigative services (G.I.S.) and crime prevention/victim services.

Project Challenges / Innovations / Lessons Learned

The planning process during preliminary design included studies of alternative multi-level building options and development of various future expansion possibilities. As prime consultants, we facilitated input from the County of Strathcona, R.C.M.P. “K” Division and the Sherwood Park R.C.M.P. Detachment to ensure that everyone’s requirements were addressed. Special attention was paid to the interior design to ensure that natural light was available to all possible work areas, either by exterior glazing or by skylights without compromising building security.

At the same time, great care was taken with the interior lighting to provide a comfortable working environment for computer related activities. The exterior combines the traditional and permanent qualities of brick masonry with contemporary materials such as coated steel panels and glass block. The blue steel panels, contrasting with the silver grey brick, inject a vivid colour into the project, making it readily identifiable to passing traffic and providing visual relief during the winter months.

Budget Estimate/Construction Cost

Tenders came in below budget by $100,000 and there was less than 1% in change orders during construction. Final construction cost was $3.364M.

The project was completed in 1993.
