This building was constructed by the City of Red Deer for RCMP use and contains space for municipal policing RMs, community policing, traffic units, GIS, victim services, by-law enforcement, and support staff functions. SK ACI coordinated input from multiple stakeholders, including the municipality, RCMP K-Division, and the Red Deer Detachment. It is now the largest RCMP detachment building in Alberta.
Description, Intent and Project Objectives
This building contains a 15 cell detention block, public support areas, administration and clerical offices, police function areas, building services, staff areas and multi-purpose/community room. Second floor shell space was included to provide expansion space for the RCMP over the next 20 years. The design of the facility provides a healthy work environment for staff; incorporates advanced systems and technologies to support operating requirements and capacity for future change; meets RCMP Fit-Up Standards; meets RCMP Security Standards; and presents an attractive and welcoming image to the public. The building is in the downtown area and highly visible on the main thoroughfare through the City. It has an exterior façade of brick and metal cladding on all sides with metal canopies highlighting the staff and public entries. A unique RCMP themed mural has been incorporated into the lobby glazing.
Sustainable Design Strategies
This project was designed to a LEED Silver standard. Sustainable design features include: sun shading devices on windows, light coloured roofing membrane and energy efficient (tinted/low e/argon gas) glazing to reduce solar load; full membrane air/vapour barrier to ensure a tight building and minimize heat loss due to air leakage; low maintenance interior and exterior materials; natural day lighting for the majority of office and staff areas; occupancy sensors for lighting control; high efficiency T-5 lighting fixtures; low-flow shower heads; high efficiency furnaces; 100% free cooling capability on the HVAC system; lead free and low VOC (volatile organic compound) paints; formaldehyde free millwork.
Responsibility of Firm / Key Personnel
This firm provided full consultant services for the site selection, building design, contract documents and contract administration on the project. Garry Stephens, partner-in-charge/project architect was the main liaison with the Client. He coordinated the full consultant team in all phases of the project from design through to contract administration. Victor Kozak, backup principal, was responsible for the peer review of the contract documents. Tony Brammar provided oversight during construction drawing and project specifications preparation.
The design and consultation process began on two fronts simultaneously; space programming/scope identification and site selection. The limited availability of land in Red Deer’s downtown core was a significant challenge in identifying an appropriate site which would meet all the RCMP, municipal and physical criteria and the ability to support a complex of this size. The flexibility for expansion to accommodate an increase in member recruitment and administrative employees was achieved through use of modular furnishing rather than fixed wall construction. The design of this facility kept the possibility for expansion in the forefront and provided the additional floor area to accommodate a continual increase in staff members, to eliminate the need for future development.
